Addition of a single storey wraparound rear kitchen extension to a single family dwelling.

“The property had been extended to the side previously in a way that created a very small and uninviting entrance lobby.
The Clients’ brief focussed on creating an enlarged kitchen and dining area that opened to the rear and side parts of the garden.
However during the design development stage what became our new focus was the redesign of the entrance hallway and the existing staircase to the first floor. It soon became evident that we had to untangle the rest of the ground floor layout first before we should do anything else really if we wanted to bring balance across the ground floor of this house.
The thing is that sometimes you realise that the path of solving your main problem is through sorting out a few other things adjacent to it first.
Then you take a step back, you zoom out, assess the immediate context, let this assessment to inform your decision making, and then zoom back in to do what you had set out to do.
For the rear of the house we proposed the addition of a single storey rear and side extension that projects 3m. from the original rear wall and at the side it follows the line of the original side wall of the house, to create an enlarged kitchen, living and dining area that opens up to the rear garden.
We also proposed associated internal alterations that seek to improve the layout of the house with a focus on the entrance area and the remodelling of the existing staircase.
The extension would be clad in London yellow stock brickwork to match the original brickwork of the house and of the previously added extension. A green roof was proposed for part of the extension with flat roof glazing for the rest of the proposed flat roof area.
The materials proposed were sympathetic to the character of the area in terms of form, colours and textures, and the proposed extension and alterations did not affect the amenity of any neighbouring dwellings and they were not be visible from any public viewpoints.”
Area and context.
The application site is located in Walthamstow and is occupied by a two-storey semi-detached residential dwelling situated on a rectangular plot.
The property has a two-storey rear outrigger projection 4.4m in depth and a rear dormer extension on its main rear roof and another on the roof of its two-storey outrigger.
The property is not located within a Conversation Area, is not listed and is not subject to an Article 4 direction other than the Borough-wide change of use from Class C3 to C4.

Design matters.
“The application seeks permission for the construction of a single storey wraparound rear extension and patio within rear garden.
The proposed scheme would construct a single storey wraparound rear extension that would extend 3m from the property’s two-storey outrigger on its northern side and extend 4.68m in width to wraparound the outrigger’s southern elevation, extending 7.36m in length along this side of the property up to the property’s original main rear wall.
The extension would have a maximum height on a flat roof of 3.2m that would have a parapet wall on its perimeter. The 3m depth rear element would have a 2.7m x 2.5m sedum green roof blanket set within its roof to the height of the extension, and the element extending 7.36m along the side of the outrigger would have seven flat glazed panels in its roof that would be positioned just below the extension’s parapet.
The extension would have a window alongside a door on its southern side elevation and double-opening doors and a window on its rear elevation with aluminium or timber frames. The extension would be constructed using yellow London stock brick to match the existing.
The scheme also proposes the installation of a new patio to the property’s rear garden that would be to the internal height of the ground level of the extension at 160mm. This would extend outwards from the rear of the extension by 3m and outward to the southern side of the rear garden by 1.92m, having a full width of 6.6m and full length of 10.3m.
The submitted plans also show that a new rooflight is proposed to the rear of the pitched roof of the property’s existing two-storey side porch extension.”

Waltham Forest is an ancient name for what we now call Epping Forest. Waltham meant ‘forest estate’. The borough contains Walthamstow, which was originally called Wilcumestowe (meaning welcome place), but gradually morphed into Walthamstowe. [Londonist.com] . “The proposed single storey wraparound rear extension and patio within rear garden would not be visible to the street scene.
Due to the overall proportions of the scheme and in the materials as proposed, the scheme would appear subservient to the existing dwelling and would not be out of keeping with the character of development in the surrounding area.
The installation of a new rooflight to the rear of the property’s side porch extension, due to its location and size would not be considered to have any adverse impact on the visual amenity or character of the subject property.
The southern side elevation wall of the proposed single storey wraparound rear extension would be positioned just under 2m from the boundary with the neighbouring property and another 4m from the side wall of this property’s two storey outrigger. Due to this positioning the proposed structure would not be considered to have an adverse impact on these occupiers’ amenity by way of any loss of light, privacy or outlook. The height of the proposed patio in the rear garden would not raise any concerns regarding overlooking or impacts on privacy.
The proposed rear element of the wraparound extension at the subject property would not exceed 3m in depth along the boundary with this neighbouring property. The extension would therefore not be considered to have any adverse impact on this property’s amenity by way of any loss of light, privacy or outlook.
The proposal is considered to comply with Policy 57 of the adopted Waltham Forest Local Plan (LP1).
Grounds for Recommendation – It is considered that the proposal would not harm the character and appearance of the property or the surrounding area, or the residential amenity of the neighbouring properties. As such the development complies with Policies 53 and 57 of the adopted Waltham Forest Local Plan (LP1).”
