Single storey rear extension and alterations to a house at Bromley BR3 – Approval by GOAStudio London residential architecture

We have just obtained a planning approval for one of our current projects in Bromley BR3.
For our latest Bromley BR3 house extension planning application we proposed the addition of a single storey rear / side extension to create an enlarged kitchen, dining and living area that opens up to the rear garden.
As part of our proposals we looked to remodel the existing rear pitched roof section and create a single flat roof across the existing and new floor areas.
New glazed sliding doors will open up the internal spaces to a terraced area that steps down to the garden level. We thought that our proposals were in-keeping with the character of the host building and of the terrace as well.
This is what the Bromley planners thought of our proposals and the planning submission we made on behalf of our clients:


“Considerations
The application seeks planning permission for a single storey rear extension and raised platform and screening at rear. The site does not lie within any conservation area and the property is not a listed building.
The existing single storey outrigger would be demolished to facilitate the construction of the proposed extension.
Due to concern over amenity impact by way of loss of light/overshadowing upon the neighbouring property at No. 170, and in light of objections raised, the applicant has revised the proposal by removing the parapet wall at the side adjacent with No. 170.
This would reduce the proposed roof height from approximately 3m to around 2.7m along the shared boundary. The applicant has also reduced the depth of the proposed extension from 3.8m to 3.5m along the shared boundary.
The proposal includes a raised platform/terrace area at the rear and revised plans indicate this will be screened by a 1.7m high fence.
Design
Design is a key consideration in the planning process. Good design is an important aspect of sustainable development, is indivisible from good planning, and should contribute positively to making places better for people. London Plan and Bromley Local Plan (BLP) policies further reinforce the principles of the NPPF setting out a clear rationale for high quality design.
Policies 6 and 37 of the Bromley Local Plan (BLP) and the Council’s Supplementary design guidance seek to ensure that new development, including residential extensions are of a high quality design that respect the scale and form of the host dwelling and are compatible with surrounding development.
The case officer has assessed the proposal against the above mentioned policies in terms of its design, with particular regards to the impact on the character and appearance of the host building and the wider area, and having regard to the representations made by local residents. Having regard its scale, siting and appearance, the proposal would complement the host property and would not appear out of character with surrounding development or the area generally.
Neighbouring amenity
Policy 37 of the BLP seeks to protect existing residential occupiers from inappropriate development. Issues to consider are the impact of a development proposal upon neighbouring properties by way of overshadowing, loss of light, overbearing impact, overlooking, loss of privacy and general noise and disturbance.
The case officer has assessed the proposal against the above mentioned policy in terms of the impact on neighbouring residential properties with specific regard to the above-mentioned criteria. Concern has been raised from the occupiers of the adjoining terrace at No. 170 regarding the proposed extension and potential for loss of light/outlook. The applicant has responded to these concerns by reducing the height of the extension along the shared boundary from 3m to 2.7m and the depth from 3.8m to 3.5m.
Having regard to the revised plans, it is not considered that a significant loss of amenity with particular regard to light, outlook, prospect or privacy would arise.
Bromley BR3 house extension planning assessment and conclusion
Having had regard to the above it is considered that the development in the manner proposed is acceptable in that it would not result in a significant loss of amenity to local residents nor impact detrimentally on the character of the area.

This project tested the conversion of a vacant Class E corner unit in Brent, together with extension and reconfiguration of the upper maisonette, to create 2 residential units within an existing mixed-use building.
