Erection of a single storey rear / side extension with a courtyard to the ground floor flat and the replacement of shed with a garden room at the rear of the property.

Design considerations and Lambeth planning assessment matters

Site Description

The site comprises of a four storey, terraced residential building located on the eastern side of Clapham Road. The subject building is subdivided into flats.

The site does not contain any listed buildings however is located within the Clapham Road Conservation Area. The site does not contain any trees which are subject to a TPO however there is a TPO tree in the neighbouring garden (number 397 Clapham Road).

No.395 is a late 19th century narrow 4 storey red brick building, with 3 storey canted window bay and decorative stucco; the building makes a positive contribution to the Clapham Road Conservation Area. The building is adjacent to an early 1800s piecemeal development No.s 355 to 393 which are now statutory listed.

Proposed Development

Erection of a single storey rear / side extension with a courtyard to the ground floor flat and the replacement of shed with a garden room at the rear of the property.

The proposed single storey ground floor extension would comprise of two elements, an extension to the rear of the existing outrigger and an infill extension. The outrigger extension would measure approximately 4 metres deep and approximately 5.86 metres wide (the width of the existing outrigger). The extension would measure have a dual pitched roof with a flat central element, measuring approximately 3.39 metres at its maximum and approximately
2.68 metres at the eaves. The side infill extension would be located approximately 2.21 metres from the rear elevation and would measure approximately 2.74 metres deep, approximately 1.39 metres wide and would have a pitched roof with a maximum height of approximately 3.25 metres pitching down to approximately 2.7 metres at the boundary. Both extensions would be brick finished.

An outbuilding is proposed to be located within the rear garden. The outbuilding would be located to the rear of the garden and would measure approximately 4.26 metres deep, approximately 56.1 metres wide and approximately 2.9 metres tall. The outbuilding would be timber clad.

Rear and Side Extension

Policy Q11 (a) states that when considering proposals for the alteration or extension of buildings, the council will expect proposals to have a design which positively responds to the original architecture, roof form, detailing, fenestration and other locally distinct forms. Policy Q11 (b) states that subordination will generally be a key consideration when considering proposals for extensions. Development which unacceptably dominates or overwhelms the host building will not be supported.

The proposed infill and end extensions are considered acceptable in principle, it is noted that the rear elevation of the subject site and its neighbours are not uniform in their development. The proposal complies with Policy Q11 (e) as it is single storey and subordinate in comparison to the existing 4 storey rear elevation and rear projection. The rear elevation of the extension would have a large amount of glazing, and the side infill is set in from the rear elevation of the original rear projection. It is considered that for these reasons the proposed development would not lead to harm to the Clapham Road conservation area.

The extensions would be acceptably subordinate to the property and its plot, retaining adequate garden space. This is consistent with policies Q5, Q11 and Q22.

Outbuilding

The proposed outbuilding would replace an existing garden shed in the same location, albeit with a slightly larger structure. The garden would retain more than 70% and it is considered that the pattern of openness within the rear gardens would be retained and as such there would not be harm to the conservation area, nor the setting of the listed buildings. It is considered that whilst the use of timber is not generally encouraged due to maintenance and the implications of weathering, in this case it is acceptable to use on a small scale domestic building. It is noted that the building is not set back at least 1 metre from all side boundaries, however it is considered that in this case there are sufficient set backs (approx. 0.5 metres on 3 sides) to allow for maintenance and that the visual terracing of outbuildings (should neighbouring properties choose to develop similar outbuildings) would not occur by virtue of these set backs, and the irregular pattern of the boundary treatments in this location. As such it is considered that a reason for refusal on the lack of 1 metre set backs could not be upheld at appeal.

Conclusion

Upon full assessment of the submitted material supporting the application, taking into account all material considerations, it is considered the objectives of the development plan have been met.

Addition of a side and rear extension to create a second bedroom and an enlarged kitchen, dining and living area that opens up to the rear garden.

Design considerations and Lambeth planning assessment matters

The application site comprises a two-storey mid-terrace building which has been converted into two self-contained flats. The property is located on the western side of Brancaster Road which is a predominantly residential area. The pattern of development within the surrounding area is predominantly Victorian terrace housing with an ‘L’ shaped footprint.

To the front elevation the application property has a two storey bay window topped with a pitched roof form. The property has a recessed entrance with an ornate surround which is mirrored on the adjoining property.

To the rear elevation the property has a three storey rear return, and to the rear is a single storey rear extension.

The property is not situated within a Conservation Area, and is not listed.

Policy Q11 requires building alterations and extensions to deliver good design quality and extensions should be subordinate to the main property. Part (e) of this policy relates to infill extensions and requires that infill extensions should be single storey.

The SPD on Building Alterations and Extensions gives further detailed advice on the design of infill and wrap-around extensions and includes illustrations of what would be acceptable. It states that the extent of rearward projection beyond the gable end of the return is not specified however, subordination will still be required and issues of amenity, prevailing character and retention of sufficient garden space will be important considerations. End extensions and wrap-arounds may be treated in the same material as the main return. To minimise adverse impact, the party wall of any rear extension should be as low as possible. The fascia and gutters should not overhang onto neighbouring property; for this reason parapet walls with parapet gutters are the recommended option.

It is considered that the scale and design of the proposed extension complies with Policy Q11. The proposed extension would be single storey which is two storeys lower than the height of the rear return. The detailing would be simple, with materials to match existing and windows and patio doors installed on its rear elevation wall. The proposed extension would comply with the guidance within the SPD Building Alterations and Extensions (2015) and would be considered sympathetic and visually subordinate to the original building.

Furthermore, the proposals would still retain an acceptable amount of rear garden space as a result of the new extension and would comply with Policy Q14(c)(i) of the Local Plan in this regard.

In light of the above assessment, it is considered that the proposed rear/side extension would comply with the Policies Q2, Q5, Q8, Q11 and Q14 of the Local Plan and the SPD Building Alterations and Extension (2015) and it is therefore acceptable in terms of design.

The proposed extension would result in a 5.9m deep wall on the boundary with number 26. Due to a the modest eaves height and depth of the extension adjacent to the boundary with number 24, the extension would be approximately 2.8m high when viewed from the garden of number 26 which is considered to be acceptable. Furthermore, the eaves height of the extension would be approximately 1.1m higher than the existing boundary fence with number 26 which is approx. 1.8m in height. As such, it is considered that any loss of outlook or increased sense of enclosure associated with the proposed extension would be relatively minor and would not warrant a reason for refusal.

With regards to the property at number 20, the proposed extension would extend to the depth of the existing rear extension on the application site and would retain a simalr eaves and ridge height along this boundary. As such, due its modest height and depth and given that there is an original single storey extension at number 20, it is considered that the proposed extension would not result in an unacceptable impact on the amenity of number 20 Brancaster Road.

Having regard to all of the above it is considered that the application would comply with Policy Q2 of the Local Plan and the SPD Building Alterations and Extension (2015).

CONCLUSION – Upon full assessment of the submitted material supporting the application, it is considered that the objectives of relevant policies of the Council’s Local Plan (2015) have been met. Grant Planning Permission subject to the imposition of conditions.

Project description | Streatham Lambeth SW2 house extension garage conversion and internal alterations to a single family dwelling.

The works include the conversion of the existing garage into a garden room to be linked to the property and replacement of the rear extension with full glazed sliding doors.

Design considerations and Lambeth planning assessment matters

The site contains a two storey semi-detached property on the western side of Blairderry Road. The properties along this side of the road have attached garages to the rear with a shared access route. The site is not within a conservation area and it does not contain a listed building.

Proposed Development

The application is for the conversion of the rear garage into a garden room to be linked to the property and replacement of the rear extension with full glazed sliding doors.

The proposed extension will be within the shared access route with No.50 Blairderry Road. The proposed extension to the main dwelling will be full width of the dwelling and project 3.5m and measures 2.7m to the eaves along the shared boundary of No.54 and 3.1m to the eaves along the shared access area of No.50. The extension would have a sloping roof with a maximum height of 3.9m.

The rear extension would be connected to the garage by an infill extension which measures 0.7m in depth.

The proposal includes alterations to the garage roof and will increase part of the roof and measures 2.3m to the eaves with no change to the maximum ridge height.

Streatham Lambeth SW2 House extension garage conversion – Design matters

Local Plan Policy Q5 states that development should respond to positive aspects of the local context and historic character including issues such as roofscapes, materials, and architectural detailing.

Local Plan Policy Q11 states the design of the extension should positively respond to the original architecture, roof form, detailing, fenestration and materials. Subordination is a key consideration and development which unacceptably dominates or overwhelms the host building will not be supported.

The massing of the proposed rear extension in relation to the host property would appear subordinate and similar existing structures can be seen within the streetscene. The detailing of the extension would be sufficiently a positive reflection of the architecture of the host property. Therefore, the proposed rear extension is acceptable in design terms.

The proposed alterations to the garage including the change to the roof design are considered to be acceptable and from the streetscene it would only be partially visible due to the set back and that the roof pitch change is only on part of the roof. The design is considered to be acceptable.

Further, sufficient garden space would be retained and the proposed materials are considered acceptable.

The proposal would therefore not harm the character and appearance of the host building or the surrounding area and complies with policy Q5 and Q11 of the Lambeth Local Plan (2015).

Amenity

Local Plan (2015) policy Q2 seeks to ensure that development preserves the visual amenity of adjoining sites. It does not compromise the standards of privacy; provides adequate outlooks; does not result in undue sense of enclosure; does not have unacceptable impact on levels of daylight and sunlight.

The adverse impact of noise is reduced to an acceptable level; adequate outdoor amenity space is provided free from excessive noise or disturbance. Given the north-west orientation of the rear of the application site and adjacent properties, the proposed extension would not have an unacceptable impact on the receipt of sunlight.

It is considered that the modest height and depth of the proposed extension would mitigate the impacts of the potential loss of outlook, and is not expected to have an unduly adverse impact with respect to overshadowing or loss of daylight and sunlight.

No.54 has an existing extension, the proposal would project 0.6m past the rear extension of No.54 and the proposal will measures 2.7m to the eaves. Given this, the proposed extension is not considered to have a significant impact on neighbouring amenity.

The proposed extension will be set 1.3m from the shared boundary and 2.3m to the side wall of No.50 and the proposal would have an eaves height of 3.1m. Given the separation distance and eaves height along the shared boundary, the proposal is not considered to have a significant impact on neighbouring amenity.

The proposed windows and door on the rear extension are not creating any new views or overlooking from the present situation. The proposed new windows and door on the garage will be positioned 4.8m from the boundary with No.54 and would not result in overlooking. Overall, there would be no issues with overlooking or impacts on privacy.

Therefore, there are no privacy, noise, overlooking or daylight sunlight concerns. As such, the scheme is considered to comply with Policy Q2 of the Local Plan (2015) in this respect.

Conclusion

Upon full assessment of the submitted material supporting the application, taking into account all material considerations, it is considered the objectives of the development plan have been met.
