A vacant Prince Regent Lane site taken from repeated refusals to outline approval
This case study covers two development stages for a vacant site on Prince Regent Lane in Plaistow: outline approval secured in 2023 for 4 homes after a long refusal history, and later feasibility work in 2026 for a revised mixed-use scheme with 1 commercial unit and 5 homes.
GOAStudio was appointed in 2022 to assess the site’s maximum reasonable potential and prepare feasibility and design proposals for residential development. The site had already been refused 7 times over a 10-year period under previous architects.
Following feasibility work and two stages of pre-application advice, outline planning approval was secured in July 2023. After the site was sold, GOAStudio was re-appointed by the new owner to test a different brief for the same plot.
Site context
The site is a vacant plot on the west side of Prince Regent Lane in Plaistow. It is bounded by 68 Prince Regent Lane to the north and Newham Sixth Form College to the south, with a large vehicle crossover to the front.
The surrounding area includes two-storey terraced housing, blocks of flats up to 4 storeys, and ground-floor commercial units along Prince Regent Lane. The site is not in a conservation area and does not affect the setting of any heritage assets.
That gave the site a relatively direct planning basis in heritage terms, but the refusal history meant the development route still needed to be established carefully.
Development brief and early feasibility
The initial brief was to test the maximum reasonable residential potential of the site and establish a planning route that could succeed where previous proposals had failed.
GOAStudio prepared initial feasibility and design proposals following appointment in 2022, then submitted proposals for pre-application advice in May 2022.
Revised proposals were prepared for a further pre-application submission in November 2022 before the site progressed to formal planning. Outline approval for 4 residential units followed in July 2023.
That changed the planning position of the site materially, establishing a residential development route where earlier schemes had not succeeded.



Outline approval secured in 2023
The scheme that obtained outline planning approval in July 2023 provided for 4 residential units on the vacant site, comprising:
• 3 x 3-bedroom, 5-person dwellings
• 1 x 2-bedroom, 3-person dwelling
The approved outline position established the principle of redevelopment for housing on the site, with detailed matters such as design, appearance, neighbouring amenity, access, transport and biodiversity reserved for later consideration.




The later mixed-use scheme tested in 2026
After the site changed ownership, GOAStudio was re-appointed to test a different brief for the same plot.
This later work explored whether the site could support a more intensive mixed-use proposal with a commercial unit at ground-floor level and 5 residential units above.
Pre-application advice on that later scheme was received in March 2026.
Following the sale of the site, the later feasibility work tested a revised mixed-use proposal comprising:
• a commercial unit of 133 sqm at ground-floor level
• 5 new residential units above
• main entrance, staircase and lift serving the flats
• internal bike store and internal bin store at ground-floor level
The upper-floor accommodation tested in the 2026 scheme comprised:
• First floor: 3-bedroom, 5-person flat, 86.7 sqm, with landscaped green roof area
• Second floor: 3-bedroom, 5-person flat, 86.7 sqm
• Third floor: 2-bedroom, 3-person flat, 65.3 sqm
• Fourth floor: 2-bedroom flat, 61 sqm
This later scheme tested a more intensive mixed-use arrangement aligned with the character of Prince Regent Lane, where commercial uses already exist at ground-floor level.





Design and planning response
For the later feasibility study in 2026, the design response was developed around a contemporary front elevation and a robust material palette intended to make a positive contribution to the area.
At the rear, the proposals aimed to manage overlooking through privacy screens while balancing generous south-facing amenity areas with the protection of neighbouring gardens.
The brief also notes that previous feedback from Newham planners was taken into account, that multiple scheme options were tested with the assistance of a lighting consultant, and that 3D studies were prepared to assess the proposals in their immediate and wider context.
